This program is called the ChemCert Australia Farm Chemical User Training Program with implementation being carried out in each state by a State Management Committee (SMC). In Queensland, the SMC is ChemCert Training Queensland (CTQ) The day-to-day operations of ChemCert Training Queensland are the responsibility of the Training Manager of Farmsafe Queensland who reports to the Executive Director and Board of Farmsafe Queensland Limited. The Executive Director in consultation with a sub-committee known as the FSQT Technical Advisor Group (TAG) provide advice to the Board on all matters relating to training, course delivery, standards, evaluation and accreditation, including the evaluation and monitoring of Trainer/Assessors who are responsible for delivering ChemCert courses in Queensland. Specialist staff and consultants are engaged by Farmsafe Queensland to ensure that course materials and content are to the standard required for efficiency, economy and meeting the requirements of the Australian Qualification Framework.
The relationship between Department of Education Science and Training (DEST) and ChemCert. DEST has endorsed training packages for each industry group, including: Rural Production, Amenity Horticulture, Conservation & Land Management. The rural training packages consist of a number of industry approved competencies which range from Australian Qualification Framework (AQF) levels 1 to 6. An appropriate group of competencies may form a qualification, for example Certificate III in Agriculture (a rural traineeship may constitute a Certificate III). The competencies which make up the ChemCert Queensland training programs are included as basic compulsory units in all qualifications which form part of the agriculture, horticulture and land management training packages. Successful assessment on completion of the ChemCert course in Queensland will lead to the issue of an AgVet Chemical User Accreditation card. The competencies contained in the ChemCert course are assessed according to DEST procedures by a qualified workplace assessor who approves the issue of a statement of attainment by a Registered Training Organization (RTO). In Queensland, for Registered Training Organisations (RTO’s) to deliver ChemCert their Trainer/Assessors must obtain authorisation from ChemCert Training Queensland (CTQ) and use CTQ resources. This is best accomplished by RTO trainers obtaining accreditation as CTQ Trainer/Assessors.
